What is the EU customs reform?

The EU is changing how goods enter Europe, with a big focus on online orders shipped from outside the EU straight to consumers. The goal is fair taxes, safer products and simpler customs processes.

Learn more on the official EU Customs Reform website.

Who's affected

Businesses selling online from outside the EU to EU customers, for orders valued under €150.

This only applies to B2C shipments, sent straight to consumers. B2B shipments aren't affected.

What's changing

  • Since 1 July 2026: These orders now pay a flat €3 customs duty per item. They used to be duty-free.
  • From 1 November 2026: Each item must include product identification data (see below). A small EU handling fee also applies to each parcel.
  • From July 2028: Online sellers and marketplaces become officially responsible as the importer. Customs data moves to a single EU-wide digital system.

The new data you need to supply

These identifiers are required for each item in the shipment:

  • Merchant Product ID (required): your own ID for the product, as used in your store or on the marketplace where it's sold, such as your product code or listing ID.
  • Manufacturer Non-Standard Product ID (required): the ID the manufacturer or supplier gives the product, such as their part or model number for that specific variant.
  • Manufacturer Standard Product ID (required if one exists): a globally recognized product code, such as a GTIN, EAN or UPC barcode number. If the product has none, this can be left empty and customs will be told no standard ID exists.

Send the new data with Zenkraft

To send these identifiers with your shipments, add them to the Products section of your Custom Address Source.

This requires Multi-Carrier version 1.147.3 or later, and works with the following carriers: FedEx, Landmark, DHL, My DHL Express, UPS Rest, DPD, USPS Endicia, Australia Post, Royal Mail, Evri and DHL eCommerce.

Shipping to the EU with a carrier that isn't on this list? Contact us at support@zenkraft.com.

  1. Open your Custom Address Source and go to the Products section.
  2. In the search box at the top right of the products table, search for and add the following three fields:
    • All Carriers: Merchant Product Identifier
    • All Carriers: Manufacturer Non-Standard Product Identifier
    • All Carriers: Manufacturer Standard Product Identifier
  1. Map each field to wherever that data is stored in your Salesforce instance, for example a field on the Product.

Check the data on a shipment

Once you've mapped the fields, check that the data comes through to your shipments:

  1. Create a new shipment to an EU country.
  2. Under International Details, open the Products table by clicking the expand button (the one with the arrows pointing outwards).
  1. Scroll all the way to the right and check that the EU PID Merchant Product ID, EU PID Non-Standard Manufacturer Product ID and EU PID Standard Manufacturer Product ID columns are filled in for each product.
